Natural disasters are nothing new, but now we live in a world of climate change, increasing population, and an aging infra-structure leading to concerns that many of these structures will now be tested to extremes that may exceed their original design. The primary spillway collapse at Oroville Dam was such an example. Examination of this event will provide insight into complications associated with disaster response preparedness when dealing with aging infrastructure and the demands of a changing environment.
